THE 2023 INTERNATIONAL CONFERENCE ON CURRENT POLICY AND ADMINISTRATIVE RESEARCH TRENDS (2023ICCPART)

The 2023 International Conference on Current Policy and Administrative Research Trends (2023ICCPART) was held from Saturday, July 8th, 2023, to Wednesday, July 12th, 2023, from 3:00 PM to 6:00 PM Central European Time (CET), corresponding to 6:30 PM to 9:30 PM Indian Standard Time (IST) online through ZOOM. The conference aimed to bring together researchers, academics, and professionals in the fields of public policy and administration to exchange knowledge and explore current trends and advancements in these areas.

The conference was organized by the IPARN Foundation (Integrated Policy and Administrative Research Networking Foundation) in collaboration with several esteemed institutions, including the Department of Public Administration at the University of Lucknow, the Center for the Study of Law & Governance at Jawaharlal Nehru University, the Department of Political Science at the University of Calicut, the Department of Public Administration at Punjabi University, and the Secretary-General of IPSA (International Political Science Association) RC10 – Electronic Democracy.

The Scientific Committee consisted of distinguished experts in the field, including Prof. Manoj Dixit from the University of Lucknow, Prof. Y. Pardhasaradhi from the Central University of Jammu, Prof. Ajmer Singh Malik from Chaudhary Devi Lal University, Prof. Sukumar Ganapati from Florida International University, Prof. Sibnath Deb from Rajiv Gandhi National Institute of Youth Development, Prof. Prabhat Kumar Datta from St. Xavier’s University, Prof. Inderjeet Singh Sodhi from Rajiv Gandhi National Institute of Youth Development, Prof. Prakash Chand from Jawaharlal Nehru University, Prof. Rajbans Gill from Punjabi University, Prof. Sabu Thomas from the University of Calicut, and Dr Saurabh Chandra, the Secretary-General of IPSA RC10 – Electronic Democracy.

The conference encompassed two main themes: “Current Trends in Public Policy and Public Administration Research” and “New Outcomes in Public Administration and Policy Research.” Each theme allowed researchers to explore various sub-themes and present their work in areas such as policy innovation, sustainable governance, digital transformation, leadership, ethics, performance management, and more. The themes aimed to address the dynamic nature of public policy and administration and encourage innovative approaches to tackle complex societal challenges.

Key dates for the conference included the registration and abstract submission deadline on June 20th, 2023. Authors were notified of acceptance on July 1st, 2023, and were invited to submit full papers. On July 5th, 2023, official invitations were sent to all participants, and the best paper award notification was scheduled for Saturday, July 8th, 2023, during the plenary session. E-certificates for all participants were to be issued by July 15th, 2023.

The Plenary Session of the 2023 International Conference on Current Policy and Administrative Research Trends (2023ICCPART) was held on Saturday, July 8th, 2023, from 3:00 PM to 6:00 PM Central European Time (CET) (corresponding to 6:30 PM to 9:30 PM Indian Standard Time – IST). The conference was strictly by invitation only, and participants were required to review their email for the Zoom Link, Meeting I.D., and Passcode.

The Chair of the conference was Prof. Manoj Dixit, Professor and Head of the Department of Public Administration at the University of Lucknow, India, and Former Vice-Chancellor of Dr R.M.L Avadh University, Ayodhya, India. Assisting him as the Co-Chair was Prof. Inderjeet Singh Sodhi, Professor & Head of the Department of Public Administration at Rajiv Gandhi National Institute of Youth Development, Sriperumbudur, India.

The Plenary Session featured several distinguished Keynote Speakers who shared their expertise and insights. Prof. Sukumar Ganapati, Professor at the Department of Public Policy and Administration, Steven J Green School of International and Public Affairs, Florida International University, Miami, FL, USA, delivered a keynote address. Dr Crystal H. Brown, Assistant Professor of Political Science at the Social Science and Policy Studies (SSPS) Department, Worcester Polytechnic Institute, Worcester, Massachusetts, USA, and Dr Stephen M. McCauley, Associate Professor of Teaching and Co-Director of the Global Lab and Melbourne Project Center at Worcester Polytechnic Institute, Worcester, Massachusetts, USA, also delivered keynote addresses.

Additionally, Prof. (Dr.) M. Uma Maheswari, Professor and Head of the Department of Politics and Public Administration at the University of Madras, Chennai, Tamil Nadu, India, Prof. Rajbans Gill, Professor and Head of the Department of Public Administration at Punjabi University, Patiala, Punjab, India, Prof. Prakash Chand, Professor and Chairperson of the Center for the Study of Law & Governance at Jawaharlal Nehru University, New Delhi, India, and Prof. Sabu Thomas, Professor in Political Science at the University of Calicut, Kerala, India, provided their valuable insights through keynote addresses.

The conference included all registered participants of the 2023ICCPART, as well as special invitees from academia and partner organizations. The moderation was conducted by Dr Saurabh Chandra, Secretary-General of the International Political Science Association (IPSA) RC10 – Electronic Democracy, and Assistant Professor of Public Administration at the Department of Public Administration, Assam Don Bosco University, Guwahati, Assam, India.

The Presentation Session-1 of the 2023 International Conference on Current Policy and Administrative Research Trends (2023ICCPART) was held on Sunday, July 9th, 2023, from 3:00 PM to 6:00 PM Central European Time (CET) (6:30 PM to 9:30 PM Indian Standard Time – IST). The theme of the session was “Current Trends in Public Policy and Public Administration Research.” The session aimed to explore policy innovation, sustainable governance, and innovations in public administration in a changing world.

The session was chaired by Prof. Inderjeet Singh Sodhi, Professor & Head of the Department of Public Administration, Rajiv Gandhi National Institute of Youth Development, Sriperumbudur, India, and co-chaired by Prof. Sabu Thomas, Professor in Political Science, University of Calicut, Kerala, India.

The moderation for the session was handled by Dr Saurabh Chandra, Assistant Professor of Public Administration, Department of Public Administration, Assam Don Bosco University, Guwahati, Assam, India, along with Dr Meera Rajeev Kumar, Assistant Professor, Department of Public Administration, Madras Christian College, East Tambaram, Chennai, Tamil Nadu, India.

Paper Presentation: Haritha Surap, ICSSR Doctoral Fellow, Department of Public Administration, Osmania University, Hyderabad, India, and Dr Ravinder Kaur, Professor (Retired), Department of Public Administration, Osmania University, Hyderabad, India, presented a paper titled: “Influence of Socio-Economic and Cultural Factors on Women’s Health in India: An Overview.”
  7. Paper Presentation: Dr Vasantha Gouri, Assistant Professor, Shri Vaishnav Vidyapeeth Vishwavidyalaya, Indore, Madhya Pradesh, India, presented a paper on the topic: “Handling Natural Disasters and Resilience Building: A Study in South Asia.”
  8. Paper Presentation: Dr A. Amudha, Assistant Professor, Post Graduate and Research Department of Public Administration, Anna Adarsh College for Women, Chennai, Tamil Nadu, India, presented a paper on the topic: “Social Inclusion Perspectives of Indian Medical Education under the NEET System.”
  9. Q&A Sessions: Participants had the opportunity to ask questions to the paper presenters during this session.
  10. Closing Ceremony: Prof. Inderjeet Singh Sodhi, the session chair, delivered the closing remarks and offered a vote of thanks.

The Presentation Session-2 of the 2023 International Conference on Current Policy and Administrative Research Trends (2023ICCPART) took place on Monday, July 10th, 2023, from 3:00 PM to 6:00 PM Central European Time (CET) (6:30 PM to 9:30 PM Indian Standard Time – IST).

The session revolved around the theme of “New Outcomes in Public Administration and Policy Research” and was conducted via Zoom.

The session was chaired by Prof. Prakash Chand, the Professor and Chairperson of the Center for the Study of Law & Governance at Jawaharlal Nehru University in New Delhi, India. Prof. Inderjeet Singh Sodhi, the Professor and Head of the Department of Public Administration at Rajiv Gandhi National Institute of Youth Development in Sriperumbudur, India, served as the co-chair. Dr Saurabh Chandra, the Secretary-General of IPSA (International Political Science Association, Canada) RC10 – Electronic Democracy and an Assistant Professor in Public Administration at Assam Don Bosco University in Guwahati, Assam, India, acted as the moderator.

The activities of the session unfolded as follows:

1. The session began with the Opening Ceremony, during which Dr Saurabh Chandra welcomed all the dignitaries, setting the tone and objectives for the session.
2. Prof. Prakash Chand, the Chairperson, delivered an address, sharing his insights on the subject matter. His expertise as a professor and chairperson of the Center for the Study of Law & Governance added value to the session.
3. Prof. Inderjeet Singh Sodhi, the Co-Chair and Head of the Department of Public Administration at Rajiv Gandhi National Institute of Youth Development took the stage to deliver his address. His expertise and experience in the field enriched the session.

Dr Ashalekshmi B.S, an Assistant Professor at the Department of Public Administration and Policy Studies, Central University of Kerala, India, presented a paper on the topic of “Strengthening Administrative Research through Administrative Literacy Scale and Good Governance Barometer.” Her research shed light on innovative ways to enhance administrative research.
5. Manas Ranjan Behera, an Assistant Professor (Teacher Education) in Political Science at U.G. CTE, Mayurbhanj, Odisha, India, and Dr Rajshree Dutta, an Assistant Professor of Political Science at F.M. University, Balasore, Odisha, India, jointly presented a paper on “Administration and Governance in Odisha: Reflection from 5Ts Approach.” Their paper explored the administration and governance practices in the state of Odisha, providing valuable insights.
6. Sakshee Sharma, an Assistant Professor at the School of Law, University of Petroleum and Energy Studies (UPES) in Dehradun, Uttarakhand, India, delivered a presentation on “Legislative Combat Against Cyber Harassment: A Comparative Legal Study of the United States, United Kingdom, Canada, New Zealand, and India.” Her research delved into the legal measures taken to address cyber harassment across different jurisdictions.
7. Professor Juan Antonio Garay Montes, representing the Postgrade School University Senor de Sipan Pimentel, Peru, delivered a paper presentation on “Management of Public Policies and Adaptation to Climate Change in Caynarachi Municipality, Lamas, Peru.” His research shed light on the management of public policies and their role in addressing climate change challenges.
8. Nikhil Madhusudanan, a PhD Scholar in the Department of Public Administration at SOSS IGNOU, presented a paper on “AI in Law Enforcement: Exploring the Impact, Challenges, and Ethical Considerations in Policing.” His research focused on the implications, challenges, and ethical considerations surrounding the use of artificial intelligence in law enforcement.
9. A Q&A session provided participants with an opportunity to ask questions to the paper presenters, encouraging further discussion and knowledge sharing.
10. The session concluded with a Closing Ceremony, featuring a Vote of Thanks and remarks from Prof. Prakash Chand, the Chairperson. His closing remarks encapsulated the key highlights and takeaways from the session.

The session focused on the theme “New Outcomes in Public Administration and Policy Research.” Prof. Sabu Thomas from the University of Calicut, Kerala, India, served as the session chair, and Prof. (Dr.) M. Uma Maheswari from the University of Madras, Chennai, Tamil Nadu, India, was the co-chair. Dr Meera Rajeev Kumar,  Assistant Professor at Madras Christian College, Chennai, Tamil Nadu, India, moderated the session.

  6. Paper Presentation by Mehreen Manzoor: Mehreen Manzoor, an Assistant Professor at the University of Petroleum and Energy Studies, Dehradun, Uttarakhand, India, delivered a presentation on the topic “Criminal Woman: Docile Prisoner.”
  7. Paper Presentation by Venus and Dr Anil Kumar: Venus, a research scholar from Panjab University, Chandigarh, India, and Dr Anil Kumar from the same institution, jointly presented a paper titled “Pradhan Mantri Jan Dhan Yojana (PMJDY): A Policy for Social Equity and Financial Inclusiveness.”
  8. Paper Presentation by Eugene Jerome Carolino: Eugene Jerome Carolino from De La Salle University, Manila, Philippines, presented a paper titled “Keeping Millennial Employees: Factors that Affect Employee Retention among Filipino Millennials.”
  9. Q&A Sessions: Participants had the opportunity to engage in a question-and-answer session with the paper presenters.
  10. Closing Ceremony: The session concluded with a closing ceremony, featuring a vote of thanks and remarks from Prof. Sabu Thomas, the session chair.

The 2023 International Conference on Current Policy and Administrative Research Trends (2023ICCPART) held its Presentation Session-4 on Wednesday, July 12th, 2023, from 3:00 PM to 6:00 PM Central European Time (CET) (6:30 PM to 9:30 PM Indian Standard Time – IST). The session revolved around the theme “New Outcomes in Public Administration and Policy Research.”

The session was chaired by Prof. (Dr.) M. Uma Maheswari, Professor and Head of the Department of Politics and Public Administration at the University of Madras, Chennai, Tamil Nadu, India. Prof. Sabu Thomas, a Professor in Political Science at the University of Calicut, Kerala, India, served as the co-chair. Dr Meera Rajeev Kumar, Assistant Professor at Madras Christian College, Chennai, Tamil Nadu, India, moderated the session.

The session commenced with the Opening Ceremony conducted by Dr Meera Rajeev Kumar. Prof. (Dr.) M. Uma Maheswari delivered an address as the Chair, followed by an address from Prof. Sabu Thomas as the Co-Chair.

Several paper presentations were made during the session.

  1. Anushree Pandey, an Assistant Professor in Sociology at Government Girls College, Takhatpur, Chhattisgarh, India, presented a paper on “New Education Policy and E-learning: Ensuring Equitable Use of Technology and Revamping the Education System.”
  2. Anand M, a PhD Scholar from the Department of Political Science & Public Administration, Annamalai University, discussed “The Future of Indian Higher Education: Preparing Students for the 21st Century Workforce.”
  3. Vivek Kumar Singh, a PhD Candidate from the Centre for Political Studies, Jawaharlal Nehru University, New Delhi, India, presented on “Dalits in Business: Evaluating Government Schemes and Policies for SC/ST Entrepreneurs.”
  4. Dr Zaheeda Begum Shaik, an Assistant Professor in Political Science at Govt. Degree College, Osmania University, Telangana, India, focused on “Public Policy Implications of Globalization and International Cooperation.”
  5. Additionally, Dr Anju Lis Kurian, an Assistant Professor from the Department of Politics, St. Thomas College, Arunapuram, Kottayam, India, presented a paper titled “Man Animal Conflict: Attitudinal Change Among the Public Towards Wildlife Policies.”
  6. The session also included a joint paper presentation by Dr Freddy Manuel Camacho Delgado from Universidad Nacional Intercultural Fabiola Salazar Leguia de Bagua, Peru, assisted by Professor Juan Antonio Garay Montes from the Postgraduate School University Senor de Sipan Pimentel, Peru.

A Q&A session followed the paper presentations, providing participants with the opportunity to ask questions to the presenters. The session concluded with the announcement of the 2024 International Conference on Current Policy and Administrative Research Trends (2024ICCPART) by Dr Meera Rajeev Kumar.

The session proved to be intellectually stimulating and offered valuable insights into current trends and outcomes in public administration and policy research. The diverse presentations and engaged discussions enriched the conference experience for all participants.
